上海合作组织经济合作的主要障碍与对策分析

Analysis of Main Obstacle and Strategy in Economic Cooperation in Shanghai Cooperation Organization

上海合作组织成立十余年,在维护地区安全方面发挥了重要作用,但经济合作的功能却始终没有充分发挥。上海合作组织经济合作所面临的问题主要是项目合作较多、制度化建设较弱。分析发现,其经济合作功能弱化的主要原因在于成员国之间利益的复杂性、中俄两国不同主张等。为此,需要寻找提高上海合作组织经济合作的途径和方法,重塑上海合作组织经济功能的着力点与落脚点。首先,继续利用上合组织已有的金融、投资、贸易、能源等合作机制,创新合作办法,提升中国在上合组织框架内的发言权和主导权;其次,大力实施"走出去"战略,鼓励中国企业向中亚、俄罗斯等国开展直接投资,开展技术合作,尤其是目标国急需的关键性技术,并以此带动扩大双边贸易合作规模;再次,以战略眼光看待经济外交,尤其要重视俄罗斯、哈萨克斯坦等国的能源发展战略,尽量在能源进口和能源输送等方面掌握主动权;最后,要把加快我国西部地区的发展,更多的兼顾地方政府的诉求与利益作为上合组织合作的落脚点。

Shanghai Cooperation Organization since it was established ten or more years ago has played a leading role in maintaining regional security but the function in economic cooperation has not been fully displayed.The economic cooperation under Shanghai Cooperation Organization is facing problems including more cooperation projects and weaker institutional construction.The analysis shows that weaker function in economic cooperation is mainly due to the complexity of interest between one member state and another and different proposals put by China and Russia,so an approach and method need to be sought to increase economic cooperation under Shanghai Cooperation Organization.
