摘要 始于20世纪90年代的我国高校教学督导制度具有自身特色、不同于其他国家大学的教学顾问或指导制度,发展至今已成为我国高校内部质量保障体系建设中的一支不可或缺的力量。研究从比较的视角分析了督导制度在促进教师及其教学发展方面存在的不足;以建立了教学支持中心的中国海洋大学督导制度为个案,总结了学校在开展全方位的"教-学-管"服务和支持,培养专兼职结合的队伍并组织学习,通过课堂调研为教师教学发展把脉,通过教学评价和诊断为教师专业发展定向,通过信息反馈、优秀教学推广等服务于组织发展方面的经验;最后着重提出了四个方面的对策建议,期待在督导工作实践中推动从行政管理模式向学术发展模式、从监督和维护教学秩序向引领教学变革、从经验辅助方式向专业化服务方式等的不断转型。 Starting from 1990s,China's higher-education teaching supervisory system owns its feature which is different from teaching consultant or instructors' system.It has become an inseparable force in constructing quality-security system in higher education.The research is conducted in comparative perspective to analyses the inadequacy of supervisory system in teaching and teachers.With the supervisory system of the established teaching-support center with Ocean University of China as a case,the writer concludes the experience in 'teaching,learning and administration' service and support conducted by the school authority;cultivating staff or off-staff teachers and organizing their learning;making clear teachers and teaching development through classroom inspection;defining teachers' development direction through teaching assessment and diagnosis;serving for organization development through information feedback,excellent teaching diffusion.In addition,the writer puts strategies in four aspects to promote supervisory work from administrative model to academic development,reform from supervising and maintaining teaching order to guide in teaching reform,transition from experience-aid to specialized service.
