论党的民主集中制与群众路线的辩证关系

On the Dialectical Relations between the CPC's Democratic Centralism and the Mass Line

民主集中制概念具有两个方面的内涵,即作为组织制度、组织原则的民主集中制和作为工作方式、工作方法的民主集中制。文章回顾了两种民主集中制概念的起源,具体分析了两种民主集中制在执政党与党员之间,执政党、国家与人民群众之间的运作机制,指出党和国家的组织方式即是党的群众观点、群众路线在组织体制上的具体体现。

This article stated that the concept of democratic centralism has two aspects of connotation,that is,the democratic centralism as organization system and organization principle as well as the democratic centralism as working mode and working method.It reviewed the origin of both concepts of democratic centralism,and concretely analyzed the operation mechanism of both democratic centralism between the ruling party and its members as well as the operation mechanism among the ruling party,the state and the mass.It also pointed out that the organization mode of the party and the state is the concrete embodiment of the party's mass line and mass viewpoint in organization system.
