环境污染事故损害经济评估案例分析

A Case Study on Economic Loss Assessment of Environmental Pollution Accident

近5年我国环境事件层出不穷,其中大气污染和水污染事件占到当年环境事件总数的80%以上。环境污染损害鉴定评估技术是当前亟待攻克的科研难题之一。在系统分析环境污染损害评估技术的核算对象范围与方法的基础上,研究环境污染损害评估指标体系,以河南省商丘市大沙河砷污染事件为例,利用该指标体系对其损害额度进行核算,结果显示:在信息掌握不全面的情况下,选取可操作范围内的项目,核算总额约为2 998万元,与该事件造成的实际经济损失相差不大。该评估指标体系具有可操作性。

The assessment technique of environmental pollution loss is one of the scientific research problems be conquered at present. Based on the systematic analyses of accounting principles, accounting objects and scopes, the environmental damage assessmentindex system is studied. Regarding one arsenic pollution incidenthappened inHenan province in 2008 as the study case, it is shown that the total accounting amount is about$29.98 million, and it is not that far away from the actual economic losses caused. This index system is practicable and operable.
