日本建立产品碳足迹体系的经验及启示

TS Q 0010 and the Illuminating Experience of Establishing Carbon Footprint System in Japan

在应对全球变暖的大背景下,各主要发达国家积极制定本国的产品碳足迹标准,推行碳标签制度。日本非常重视国际碳足迹评估发展趋势,并较早地推出了其产品碳足迹标准TS Q 0010。本文在介绍TS Q 0010标准的基础上,探讨了日本在设定目标、出台规范性文件及开展试点项目等方面建立产品碳足迹体系的经验,提出了我国产品碳足迹体系的建立应重视与现有国际标准的协调一致,逐步完善规则体系和建立数据库,并以企业为主体等思路。

Under the background of facing the global warming,the developed countries are establishing their product carbon footprint standards and developing carbon labeling actively.Japan placed great emphasis on the international development of product carbon footprint and developed TS Q 0010 for carbon footprinting.This paper introduces the TS Q 0010,discusses the illuminating experience of establishing carbon footprint system in Japan in the aspects of setting specific goals,publishing a set of rules and guidelines,and implementing a pilot project,etc.,and proposes that China should study and try to be in harmony with the current international standards,publish a set of rules and establish a database gradually,and take organizations' need and capability into consideration when carrying out the carbon footprinting.
