摘要
能效政策评估是能效政策体系的一个重要组成部分,不仅能对能效政策的实施和设计提供指导,还能对能效政策和项目的执行过程进行改进。本文通过情景分析和指数分解法综合评价了河南省为完成单位GDP能耗降低20%和单位工业增加值能耗降低25%的目标而实施的千家企业节能行动、重点节能工程、3515节能行动和淘汰落后产能等能效政策和项目。研究表明:河南省工业部门实施的主要能效政策和项目均超额完成设计目标,其中主要高耗能工业部门对降低单位GDP能耗的贡献可达27%左右。
The evaluation of energy efficiency policies is important to identify areas of weakness in the policy design and implementation so that these can be strengthened.This issue uses scenario analysis approach and index decomposition methodology to evaluate provincial—level energy—saving policies and programs that have been carried out during the 11 th Five Year Plan period.This paper concludes that the largest improvement for industrial energy efficiency were achieved in energy-intensive industry;most of the top-1000 project,3515 energy saving project,ten key projects,and the small plant closure program havs met or surpassed their stated targets. We also find that the energy saving effect,inter alia,energy-intensive industry could contribute approximately 27%to support Henan' s efforts to meet 20%reduction in energy use per unit of GDP by 2010.
