摘要
近年来环境问题引发的自然灾害已成为世界上人类所面临的最大威胁之一,而引发灾害的原因主要是全球气候变暖。2011年3月11日,日本发生九级强震,并引发海啸和核危机。这突如其来的灾难令全世界震惊,并如当头一棒,使得更多人警醒:保护环境、爱护地球、珍惜生命。所以我们应本着灾害经济学中损失最小化的目标原则,尽早实施有效行动以减低应对灾害风险的投入。一是高度重视科技减灾工作,加强预测和预防各种自然灾害的规律性研究;二是加强这方面科研队伍和研究机构的建设;三是积极推广、加强预测和预防各种自然灾害的科技教育,普及抗灾、减灾知识,提高全民减灾意识;四是加强国际交流与合作,集结全人类的智慧共同应对各种自然灾害的严峻挑战。
Natural calamities initiated by environmental problems have become a threat to human in recent years,mainly because of global warming.The 9.0-magnitude Earthquake in Japan incurred tsunami and nuclear crisis.This sudden disaster shocked all over the world.This sudden disaster keeps more people protecting environment and cherishing life.In line with the loss minimization criterion of disaster economics,we should put effective actions to reduce the input in coping with disaster risks.We first should put a new premium on TECH for disaster alleviation and strengthen the research of regularities in prevention and forecast of natural calamities. Second,we should enhance the development of scientific groups and institutions,meanwhile actively promote and strengthen the education of prevention and forecast of natural calamities,popularize the knowledge of reducing natural calamities and increase people's awareness.We also should strengthen the international exchange and cooperation.
