应用CVM方法估算城市居民对低碳电力的支付意愿 被引量:4

摘要 低碳电力以可再生能源直接替代常规化石燃料发电,会大大减少我国的碳排放量,不仅会产生巨大的直接经济效益,还会产生良好的生态效益和环境效益。本文应用条件价值评价法(CVM),采用单边界两分式的调查方法,分别采用强制支付和自愿支付的支付方式估算北京市居民对低碳电力的支付意愿。调查共发放问卷700份,调查结果显示50.2%的受访者有支付意愿,总调查样本的平均支付意愿为45.1元/(月·户),约占平均家庭月收入的0.8%。回归分析表明影响居民支付意愿的主要因素有家庭收入、家庭人口数、用电量、投标值、是否参加慈善活动及支付方式等。 Low-carbon electricity means the electricity generated from green energy or renewable energy source,which can reduce CO_2 emission substantially compared with conventional energy source.This technology will generate not only huge direct economic benefits, but also great ecological and environmental benefits.The main objective of this study is to estimate the WTP of Beijing residents for low carbon electricity employing the contingent valuation method.Also we identify the factors which affect the WTP and whether payment vehicle (mandatory and voluntary payment vehicles)has significant effects on respondents' WTP.The survey selected 700 samples randomly from Beijing and statistical results show that 50.2%of respondents are willing to pay for low carbon electricity and the proportion of ' yes' replying with mandatory payment vehicle is higher than that with voluntary vehicle.By calculation we get that the average WTP of Beijing residents is 45.1 Yuan(RMB)per month per family,accounting for about 0.8%of the mean monthly income and the WTP of mandatory and voluntary payment vehicles are separately 56.4 and 43.6 Yuan(RMB)per month per family.It can also be concluded that the main reasons affecting WTP are monthly income,family population,electricity consumption,bid,take part in charity or not and payment vehicle,etc.
