中国钛白粉行业环境污染现状分析与环境风险预测

Analysis of the Pollution Induced by Titanium Dioxide Industry in China and the Environmental Risk in the Future

钛白粉行业是国民经济中不可或缺,但污染确又较重的一类工业行业的典型,本文基于该行业现有的三种工艺下生产吨产品的资源、能源消耗和三废排放,以及各种工艺现有的和在建、筹建的厂点数、产能和产量等基础数据,从产排污总量、产排污强度、产排污浓度、达标排放治理费用以及未来因低水平重复建设可能导致的环境违法行为等方面,对该行业现实的环境污染和潜在的环境风险情况进行了系统的分析和评估。在对环境污染和环境分析的基础上,本文就在现有的环保管理政策体系下如何促进该类行业清洁工艺逐渐替代重污染工艺进行分析,整合并协调应用环保、经济、金融、财税、产业、科技等项政策提出了建议,对促进我国工业行业经济发展方式转变意义重大。

As a typical industry in China,titanium dioxide industry is essential to national economy and bears serious environmental problems.In the present study the pollution induced by titanium dioxide industry was evaluated based on the environmental data such as resource consuming,energy consumption and 'three wastes' discharge of per ton product under the three existing production processes. The future environmental risk of titanium dioxide industry development was evaluated based on the number of factories,production capacity,the output current,as well as output under construction,and factories that are prepared to be constructed.Through the analysis on the total emission amount,emission intensity,effluent concentration,and costs of pollution control,the existing environmental pollution situation and the potential environment risk were assessed.The policies in the aspects of environmental protection,economy,finance, tax,industry,and science and technology,to promote the development of cleaner production process,were put forward under the existing management system and policy framework.
