北京市大气环保措施的健康效益研究 被引量:1

摘要 对城市环保措施的效益进行定量分析,可以评价污染治理控制的成效,具有重要科学意义和实用价值。本文在改进传统污染损失计算模型基础上,利用建立的大气污染与人体健康影响的暴露-反应关系,计算大气质量改善的健康效益,并实证测算北京市2008奥运年大气环保措施的健康效益。估算结果表明:2008年,北京市大气质量改善获得的健康效益约为人民币27.66亿元,约占地区生产总值的0.26%,效益显著。对环保措施进行定量评价,不仅为环保措施的决策提供科学依据,而且从宏观经济核算系统的角度来看,也将促进绿色国民经济核算的推展。 The quantitative analysis on the results of city environmental protection measures can be used to evaluate the effectiveness of pollution control and has important scientific significance and practical value.This paper improves the traditional model of pollution damage,and uses the established concentration-response function between air pollutant's concentration and citizens' mortality and morbidity to calculate the health benefits of air quality improvement,and empirically estimates the health benefits of environmental protection measures during Beijing 2008 Olympic Games.Estimation results of Beijing in 2008 show that the significant health benefits of air quality improvement are about 2.766 billion Yuan(RMB),accounting for 0.26%of GDP.Quantitative evaluation of the environmental protection measures not only provides a scientific basis for environmental decision-making,but also promotes green national economic accounting from the view of macro-economic accounting system.
