摘要
快速城市化的副产物"垃圾围城"给大陆城市生活垃圾管理带来巨大挑战。台湾地区生活垃圾管理目标明确、法律法规体系健全、各项措施落实到位,管理效果明显,已形成完备体系,为大陆树立了典范。大陆应该强化垃圾分类执行力度、重点培育垃圾资源化利用市场、重视垃圾收费方式多样化和发展的渐进性、科学规划与合理发展垃圾焚烧处理、引入参与式管理,拓宽管理渠道。
With the rapid urbanization,China Mainland are facing great challenges to deal with municiple solid waste(MSW)problems. Taiwan has established an advanced MSW management system which contains clear goals,complete laws and regulations system and operational administrative measures.The MSW management experiences in Taiwan implicate Mainland to focus on promoting waste classification,building waste resources recycling and reuse market,improving waste fee levying system,developing waste incineration treatment and adopting the participatory management.
