西藏突发公共事件财政保障机制存在的问题分析

Analyzed the Current Status and Problems of Contingency Funding Protection Mechanism in Tibet

近年来突发公共事件的频发,给西藏自治区的经济发展、社会稳定、人民的生命财产带来了严重冲击,而较为落后的财政应急资金保障环节却成为制约自治区政府应对突发公共事件的瓶颈之一。文章利用西藏最新的财政应急资金数据,对西藏自治区应急资金保障机制的现状及其存在的问题进行分析,并进一步提出了未来运用财政资金支持应急管理的思路和建议。

In recent years,Tibet's economic development,social stability and people's lives as well as property has been severely affected by the frequently outbreak of public emergency events,while the under-developed financial contingency funds for dealing with the outbreak of public emergency events became one of the bottlenecks which restrict the management of the public emergency.With the premise of emergency management is in need of financial support,this paper utilized the latest data of financial funds against emergency events in Tibet Autonomous Region and analyzed the current status and problems of contingency funding protection mechanism in Tibet Autonomous Region.In addition,this article proposed that contingency funds should be applied to support emergency management in the future.
