高校科技人员评估体系中的问题浅析

高校的科学技术人才是高校的重要人力资源,也是高校学术建设发展的重要内容。在对高校科研技术人员的管理工作中,对其进行评估和界定是科研管理的基本工作之一。我们一直力求准确、高效并兼顾公平的评价体系,在对于高校的科研技术人员的发展有着相当重要的作用。本文以科技人才(人力资源)的概念入手,把高校的科研人才(人力资源)做了分类和述评,指出针对科研人才评价管理关键在于对目前评价方法的创新和加以完善,以为完善我国高等院校科研技术人员的评价方式体系,提高科研管理工作效率提供一个正确的方向和思考模式。

Science and technology talents are the important human resources for colleges and universities.In the management involving university research and technical staff work,their assessment and definition are one of the basic scientific research management tasks.The accurate,efficient,and fair evaluation system for colleges and universities plays an important role in the development of scientific and technical personnel.It is pointed out that the key for the evaluation mangement of scientific research personnel lies in the innovation and the improvement of current evaluation methods.It provides a right direction and thinking patterns for perfecting evaluation methods for the scientific and technical personnel of Chinese institutions of higher learning and enhancing the efficiency of research management work.
