基于流域管理的排污权交易模式研究——以太湖流域为例 被引量:10

摘要 排污权交易作为一种市场化治污手段,在污染物总量得到控制的前提下,可以通过市场机制促进排污权交易双方效益最大化,实现环境资源的优化配置和经济增长方式的转变。然而,目前以行政区域为界实施的排污权交易制度和污染物随自然区域扩散的特点存在很大矛盾,而由此引发的污染跨界问题成为该制度得以有效实施的一大障碍。因此,本文认为未来的排污权交易应采用以流域管理为基础,按自然地理区域划分的模式,即考虑污染物影响范围创建排污权交易新市场。 Emissions trading market,as a means of pollution control,can maximize through market mechanism the mutual benefits of parties engaging in emissions trading,so as to achieve the optimal allocation of environmental resources and transition of economic growth mode.However,there exists a sharp contradiction between the current emissions trading system,which is carried out under regional administration,and the spread of pollutants to the ultimate limits of natural areas.In reality,the cross-border pollution problem resulted there was an evident obstacle to effective implementation of the system.Thus,this study suggests that the emissions trading in future should be dealt with on the basis of watershed management and to the extent of the natural geographical area.In other words,we should create new emissions trading markets with a view to the pollutant incidence.
