上海区县环境基础设施建设的投融资创新实践

Innovative Financing Mechanism in Environmental Infrastructure Development in Shanghai Suburban District

为了解决上海郊区(县)环境治理基础设施建设市场的投融资困境,世界银行与上海市政府、上海市城市建设投资开发总公司联合搭建了上海区(县)环境治理项目融资平台,为中小型区县项目集约化地引入了低成本、长期的融资支持,同时有效带动了区县项目建设与管理市场化机制的建立与完善。经过三年多的成功实践,为国内其他省市及其他发展中国家推进郊区(县)环境治理基础设施的开发与建设提供了一定借鉴。

In light of tackling financing difficulties for environmental infrastructure development in Shanghai suburban districts,the World Bank,Shanghai Municipal Government,and Shanghai Urban Development & Investment Corporation jointly initiated a District Financing Vehicle(DFV),which has introduced long term financing support with relative low cost for medium/small sized environmental projects in districts through a centralized financing platform,and at the same time also facilitated in the establishment and improvement of a market-oriented mechanism in project construction and management in suburban districts.With more than three years of successful practice,the DFV has accumulated profound experiences in promotion of environmental infrastructure projects in suburban districts to share with other cities/provinces in China or in other developing countries.
