“两型社会”建设环境指标体系研究

The Study of Environmental Indicator Systems For"Two-Oriented Society"

为了表征"两型社会"建设的环境状况和趋势,需要构建"两型社会"建设环境指标体系。环境指标体系首先应该要满足科学、功能和实际的需要;再次目前大量的技术方法已经运用来发展环境指标体系。本文在对"两型社会"理念内涵进行深入研究的基础上,从环境与资源保护的视角,基于OECD推荐使用的PSR模型构建了包含13个环境主题,53个指标的"两型社会"建设环境指标体系。该指标体系可望为环境政策制定提供信息支持,亦可为综合评价计算模型的建立提供基础。

For characterization of the status and trends of the environment in the process of 'two-oriented society' construction energy saving society and environmentally friendly society,it is necessary to design environmental indicator systems for 'two-oriented society' construction.First of all,environment indicator systems should fulfill scientific,functional and practical requirements.Second,now numerous technical approaches have been employed in the development of environment indicator systems.In this paper,on the base of further research of the meaning of 'two-oriented society',from the perspective of environmental and resource protection,environmental indicator systems for 'two-oriented society' construction are built according to the PSR model recommended by OECD,which includes 13 themes of the environment and 53 indicators.The environmental indicator system will provide the information support for the environmental policy-making,as well as the basis for building a comprehensive evaluation and computing model.
