摘要
"十一五"期间,我国节能减排成效显著,环境质量进一步好转,这与污染防治的两大控制手段———清洁生产和末端治理密不可分,二者对于污染的预防和治理起到关键的控制作用。目前在我国末端治理的受重视度日趋下降,而清洁生产尚处于发展阶段,二者的实施质量均不是很理想。作为防污控污、改善环境的关键性手段,如何提高其实施质量是目前待解决的关键问题。本文对于清洁生产和末端治理的起源、我国现状作了相关调查,从而提出二者现存的问题,对如何解决问题做出了探讨,提出了如何改善清洁生产和末端治理实施质量,使其进一步发展的相关措施。
During the 11th Five Year Plan Period,China makes a great progress in saving energy and reducing emissions.At the same time,the environment is much better than before.This outcome is inseparable with clean production and end treatment which are the main means of pollution controlling.However,there are still some problems in these two measures.At present,the emphasis on end treatment declines and clean production is just in developmental stages.Their perform quality are not ideal.Then the key is how to improve the perform quality.Knowing the source and status of clean production and end treatment can resolve this matter.This paper elaborates the present issue of clean production and end treatment in China.Then it gives the corresponding strategies.
