摘要 本文提出一种基于水环境容量的流域双向生态补偿标准计算方法,阐述了补偿特征、补偿原则、和生态补偿标准计算方法。使用一维对流推移方程的段尾控制模型对水环境容量进行计算,结合水功能区内的污染物的排放量,得出水环境容量剩余,以污水处理厂的平均治理成本作为恢复成本,计算出流域生态补偿标准。利用该方法对漳卫南流域几个重要水源区生态补偿标准进行计算,为漳卫南运河流域水源保护区的水资源保护和管理提供了依据。 A method about ecological compensation computation of the basin's water source areas is proposed based on water environmental capacity.The expounds compensation characteristics,compensation principles and standard calculation me thod of ecological compensation.By using end paragraph control model based on one-dimensional convection equation to calculate water environmental capacity,and combining pollutant emissions in water function area,the paper comes to the remaining of the water environment capacity.By taking the average treatment costs of the sewage treatment plant as the renewing costs,the calculates the compensation standard of water basin.Using this method,this paper calculates eco-compensation standards for some important sources of Zhangweinan Basin,and provides the basis for the water resources protection and management of Zhangweinan Canal Basin.
