摘要
高校"不合理"的科研工作考核及绩效评价,使科技工作者急功近利、避难就易现象屡见不鲜,已严重的导致学术道德"滑坡"和人才成长"扭曲",极大地挫伤了教师的积极性和创造性,延缓和阻碍了科技创新工作的发展步伐。建立合理、公平、公正的科研工作考核及绩效评价体系,对促进高校科技创新,提升科研创新能力,提高科研管理水平,增强教师科学研究的积极性有着十分重要的现实意义。本文在分析总结现有高校科研工作考核及绩效评价体系的基础上,建立了由目标任务、完成质量和工作状态三项构成的地方高校科研工作考核及绩效评价体系。经实证验证,结果表明,此考核体系不仅具有一定的科学性,而且具有广泛的实用性。
Unreasonable scientific effort inspections and achievement appraisal systems in universities have caused scientists and technologists to be eager for quick success and immediate gain,to avoid difficulty and seek the easy;it seriously caused the academic morals to the landslide and the distortion of the talented person growth,dampened teacher' s enthusiasm and creativity seriously, blocked the scientific research level to enhance,delayed the establishment and development of country scientific innovation system process.In order to promote universal scientific research innovation,improve integral scientific research abilities,raise the scientific research management level,and strengthen teachers' scientific research enthusiasm of university of regional area,a reasonable,fair,just scientific effort inspection and the achievements appraisal system must be established.Based on analysis of existing university scientific effort inspection and achievements appraisal system,a scientific effort inspection and the achievement appraisal system of local universities including target task,completed quality,and work state three aspects will be constracted. After the real confirmation,the result finally indicated that this inspection system not only has certain scientific nature,but also has the widespread usability.
