Research on midterm implemention evaluation of the Eleventh Five-Year Plan for S&T development in Tianjin

对规划和政策的实施效果进行适时评估,是市场经济国家和一些国际组织的普遍做法。本文立足天津,从规划目标实现程度、主要任务完成情况、政策效应以及政府职能履行程度等方面对《天津市科技发展"十一五"规划》实施两年多来的情况进行了分析和评价,并对下一步的深化推进规划工作提出了相关建议。

It is a general practice for developed countries and some international organization to evaluate the implementing effect of program and policy.The midterm implementing effect of Eleventh Five - Year Plan for S&T development in Tianjin'is analyzed and evaluated,including the aim,main task,policy effect,and government management.Then some suggestions for advancing the implemention of the plan are put forward.
