行政监督机制缺乏独立性,必然影响政府的信誉。监督有体制内和体制外的区别,体制内监督大多是低效甚至无效的,而体制外监督恰恰能最大限度地避免政策制订中结盟的可能性。任何国家都有不择手段的逐利之徒,然而,只要有高效、健全的监督机制,这一切便不足为虑。
