“三农”问题集中反映于农民的生活状态之中 ,农民的经济、社会权利的不平等是主要的表现。农民为国家的工业化、现代化做出了力所能及的贡献 ,但作为社会人群中最庞大的群体 ,在经济、社会保障方面与市民截然不同 ,造成社会整体不公和农村的长期落后。农民的贫穷 ,需要从根本上逐步解决。

The problems of the agriculture、countryside and peasants are focused on peasants' living state. And mainly give expression to injustice of peasants' rights in economy and society. Peasants have contributed their share with in power to state's industrializations and modernizations,but they have not enjoyed same rights with residents of cities in China,Which lead to injustice at treatment in whole citizens,and peasants have been backward and poor. The problems mentioned above are needed to resolve radically in concept and system.
