“慎重稳进”与“跨越式发展”——中国共产党在认识和处理西藏发展问题上的特点

The Characteristics of Communist Party of China in Knowing and Dealing with the Development Issue of Tibet

"慎重稳进"与"跨越式发展"是中国共产党在西藏执政50多年历程所经历的两个历史阶段的标志性特点。"慎重稳进"是从西藏和平解放后到社会主义改造完成这一阶段党治藏方略的特点,"跨越式发展"则可以说是十一届三中全会以后党的治藏方略的一个显著特点。但从历史的结果看,在"慎重稳进"思想指导下,我们实现了西藏社会的"跨越",而在"跨越式发展"进程中,又必须"慎重"处理社会转型过程中的矛盾。两者是相辅相成的。因此,从某种意义上讲,合理有效地处理"慎重稳进"与"跨越式发展"辩证关系,是西藏工作的方法论。

'Advance steadily'and'develop with big strides'is the symbolic characteristic of two historical stages when Communist Party of China has bee in charge of Tibet for more than 50 years.'Advance steadily' was the characteristic which CPC governed Tibet from the peaceful liberation to the socialist transformation.'Develop with big strides' has been a remarkable characteristic which CPC governed Tibet since the Third Plenary Session of the 11th Central Committee.But from the historical result,in the instruction of 'advance steadily',Tibet has realized 'the spanning'.At the same time,in the course of 'develop with big strides',we also must be careful with the society contradiction in reforming course.Both are complements one another.Therefore,in a sense,processing the dialectical relations between 'advance steadily'and'develop with big strides' effectively is the methodology when governing Tibet.
