The construction of the wealthy sciety largely depends on the rural labor shift and the its employment. It is the Key point that influences the economic development in the cities and in the coutry as a whole.The shift of surplus labor in the countryside to the non-agricultural area and cities is a neccessary trend of the industrialization and modernizaton of China.It is also an important social and economic issue with the adjustment of industrial struc- ture of the agriculture in Heilongjiang Province,the surplus labors axe quite excited in moving from his living place, his hometown,even China to other places.It is also one of their important way of becoming rich in Heilongjiang Prov- ince.
