摘要
我国的区域人才发展战略受到区域经济发展战略、原有经济水平、人才总量和结构水平及其软硬环境的影响与制约,在人才资源的增量加速上可以采取人才战略与地区发展经济战略的配套,营造人才引进“金三角”,主动出击国内、国外揽才的方法;在人才资源的存量提升上靠两个机制:人才竞争机制和学习机制,充分体现市场功能和政府功能,逐步实现制度化,并通过提升地区学术气氛吸引人才。
The regional talent development strategy in our country was influenced and restricted by regional economical development strategy,the level of economy,the quantum of talent and their structural level as well as the hard and soft environment.To increase the talent resources,we could take the measure of developing talent strategy with the regional economical development and creating talent indraught system and actively recruiting talents in and out of the country.
