从城市乞讨现象的发展趋势说起,进而叙述它给国家和社会所带来的危害和影响,最后从非营利组织这个视角入手,阐述了对于城市乞讨问题的治理之道,其中借鉴了美国纽约无家可归者救助体系的民营化的有益做法。

This paper will start with the developmental trend of city begging,then describe its hazards and impacts upon the state and society,and finally have a detailed discussion of the method to resolve city begging from the perspective of non-profit organizations,in which some useful practices about privatization of assistance system for the homeless in New York,US are discussed for reference.
