本文在分析湟水流域水资源特征和开发利用现状的基础上 ,针对水资源存在的突出问题 。
this article analyses the characteristic of water resource and the present situation of development utilization. According to the conspicuous problem of water resource, it puts forwards protecting countermeasure and measures.
