摘要
本文通过对云南省生物资源优劣势、生物科技创新现状以及存在问题的深刻分析和判断 ,提出实施生物资源创新工程的思路和原则 ,并探讨了建立全省生物科技创新体系、新的科研开发运行机制、管理体系、加强国内外科技合作与交流 。
Through deep analysis and ascertainment of the strengths and weaknesses of the bio-resources and status of the bio-tech innovation as well as problems, this thesis puts forth the way of thoughts and principles to carry out the scientific and technological innovation project for bio-resources development in Yunnan Province. And it discusses and explores the establishment of the bio-tech innovation system, new operational mechanism of R&D, management system and strengthening technological cooperation and exchange both at home and abroad, the role of the governmental departments, the counter-measures and means, and the like.
