新疆和墨洛地区贫困与生态环境关系分析

ANALYSIS ON THE RELATIONS BETWEEN POVERTY AND ENVIRONMENT IN HEMOLUO DISTRICT

本文用系统工程的观点和方法 ,对和墨洛地区贫困和生态环境之间的关系进行系统分析 。

Three counties and one city of Hemoluo District, Xinjiang, lie in center Asia-Europe continent and are the northern part of Takelamagan Desert. They are all the key poverty counties listed in the National Anti-poverty Plan. There are many paupers in the district. In the meantime, their ecosystem balance is frail. The people in the district face two formidable tasks of protecting frail environment and promoting economic development. The systematic analyses on the relations between poverty and ecosystem environment are done according to the view and method of system engineering.
