教育改革与发展的社区支持探析

Analyze the Function on Community's Supporting to the Education Reform and Development

《国家中长期教育改革和发展规划纲要》确定的改革目标与战略的实现,不仅有赖于教育系统自身的改革与发展,而且受制于整个社会系统对教育改革和发展的支持,在各个支持系统中社区作为地域社会共同体在实现纲要提出的素质教育、公平教育及终身教育等方面的战略目标,都有着特殊的功能和作用。现阶段城乡社区对教育改革与发展以自身的方式和途径发挥着社会支持功能,但总体而言大多数基层社区对参与和支持教育改革的意识不强、能力不足、支持形式与渠道单一,居民参与度较低。增强教育改革与发展的社区支持功能,亟待培育社区的参与文化;深化社区管理和服务体制改革;强化社区支持教育改革的资源整合能力;联合多方参与,拓宽社区支持教育改革与发展的途径。

To achieve the goals in the National Education Reform and Development of Long-term Planning Programs,the Educational systems not only need to reform in its own system but also depend on the supporting of the whole social systems.As the base of the Education Reform and Development,the community played an important role in the process of Quality-oriented Education,Fair education and Life-long education.This article analyzes the unique character of the community made in the Education Reform and Development theoretically,and then discloses the status quo of the community's supporting to the Education Reform and Development,put forward the new ways from many perspectives.
