哈尔滨市控烟执法存在的问题及对策研究

Research on the Issues and Related Countermeasures of Harbin Tobacco-control Enforcement

为了落实世界卫生组织《烟草控制框架公约》的要求,哈尔滨市制定并通过了《哈尔滨市防止二手烟草烟雾危害条例》。目前,在控烟执法工作中还面临着关于烟文化的旧有社会观念,控烟条例中有些条款欠缺可操作性,在控烟执法体系中,监督机制不够完善,执法主体之间的协助合作规定不足。对此,应当积极地扭转社会观念,完善条例内容,加强执法主体之间的监督和合作,真正将控烟立法落到实处。

In order to implement the requirements of the Framework Convention on Tobacco Control—FCTA of the World Health Organization(WHO),Harbin stipulated and adopted the Regulations of the Harbin on Prevent the Second-hand Tobacco Smoke. At present,tobacco control law enforcement work confronted with the following problems, such as the old social tobacco concept of smoking culture, some articles in the regulations of tobacco control lacks operability,tobacco-control enforcement system supervision needs to improve, the shortcoming coordinate between the subject of law enforcement. So we should actively change social tobacco concept,and the regulations should be further perfected, supervision and coordinate among the subject of law enforcement should be reinforced, so that the tobacco control legislation will truly implemented.
