为解决当下"同案不同判"的困境,行政执法案例指导制度在全国各省市陆续实行,以湖南省为典型省份之一。当前行政执法案例指导制度在案例遴选标准、遴选主体、效力定位、适用技术以及案例管理等方面存在不足,针对这些问题,建议在未来制度建设中应精练案例的选择、注重主体的多元、规范案例的适用以及健全案例服务体系和监督机制。

To solve the dilemma of 'connection with different sentence', case guidance system of administrative law enforcement gradually implemented in the provinces and cities all over the country, especially in Hunan province. Problems of the current administrative law enforcement case guidance system are in the case selection criteria, selection of subject, effective positioning, applicable technology and case management and etc. To solve these problems, suggestions in the future the system construction should be refined selection of case, pay attention to the diversity body, standard case application and improve the service system and supervision mechanism.
