Changes in Relations Between Big Powers at the Turn of the Century

“世纪更迭与大国关系变化”是中国国际问题研究所所长杨成绪所作。此文论述了大国关系变化的前前后后，特别是以史实概要地论述了中国在冷战前后与美国、俄罗斯、欧洲和日本发展关系的历程，从中可以看到时代的变迁和各大国调整外交政策的脉络。在新世纪钟声很快敲响的时刻，作者对大国关系提出了希望，这就是中国在涉及国家主权、独立等原则性问题将一如既往坚持原则、坚持斗争的同时，期盼一个不对抗、不结盟、不针对第三国的大国关系将有更大、更进一步的发展。

Abstract In his essay “ Changes in Relations Between Big Powers at the Turn of the Century” , Yang Chengxu, President of China Institute of International Studies, discusses the factors contributing to the changes in the relations between big powers, especially China's pre and post Cold War relations with the United States, Russia, Europe and Japan with historical facts, from which one can see the changes of the times and foreign policy adjustments made by various powers. As the new century approaches, the author points out that China, while upholding principle on matters concerning state sovereignty, independence, etc., would like to see greater development of a big power relationship which is non aligned and not directed against a third country.
