摘要
首先阐述和分析了造成当前我国企业“惜投”的主要原因，然后就如何提高企业的投资意愿提出了应采取的措施。
The article expounds and analyses the main reasons which result in the reluctant investment of enterprises at present, then on how to enhance the investment desire of enterprises, puts forward the measurses which should be taken.
