Abstract Based on the guidelines for educational reform and development in China-“Three Orientatons”,i.e. “Education is orientated for modernization,for the world and for the future”,this paper points out that developing open and distance education is the call of our age and social changes.It analyzes the advantages of modern distance education at present and emphasizes the importance of building up a modern system of open and distance education suitable to situations in China.It is suggested that the government put in more investment and make more favorable policies towards this development.The author also suggests that correspondence education,RTVU education and self-learning make complementary contributions towards local open universities.
