Abstract As we are marching into
21st century,a more and more outstanding characteristic is knowledge economy is becoming
ever more important in social and economic development.The system of higher education and
life-long learning in China is experiencing severe challenge.The moderniaztion and open-ness
of distance education in RTVU's places RTVU's in an important position in developing higher
education in China and is becoming an ideal mode for life-long learning.Those key city RTVU's
have played important roles withtin the RTVU system in China.The guidelines for the key city
RTVU's are:ready for changes in ideas and concepts;striving for institutional renovations and
reform;upgrading syllabus and curriculum;accelerating technological modernization;and
improving educational quality and efficiency.The paper points out that improving the
educational level in key city RTVU's will lead to a great leap forward for the whole RVU system
in China.
