加快中西部发展的几点思考

Thoughts on the Development in the Central and West China

加快中西部地区的发展，特别是实施西部大开发，是世纪之交到下一世纪我国经济社会发展中一项重大战略任务。这一宏伟任务的实现，既需要中央政府加大政策与资金投入的力度、东部发达地区加大帮扶力度，更需要中西部自身加快改革开放的步伐，在制度创新、组织创新、技术创新和管理创新上迈开大步，加快市场主体的发育。

The strictures from traditional institutions are responsible for the undeveloped industrialization in the central and west China. The gap between the East and the West can only be narrowed by the institutional reforms, i.e., by the readjustment of ownership pattern, the development of market system that is comprised by a diversified ownership, the establishment of a modern enterprise system, the improvement of national enterprise quality through the recombination of national assets, the development of non public owned economy and the change of government functions, so as to secure a favorable environment for the equal competition and cooperative development.
