我国经济发展正处于一个以产业结构调整为中心的新成长阶段，应特别重视主导产业的发展问题。本文以影响主导产业发展的政府行为为视角，探讨政府行为对促进主导产业合理发展所具有的作用，具体分析我国主导产业发展过程中政府行为的利弊，提出构建未来主导产业发展过程中政府行为体系的设想，以充分发挥政府行为的功能，促进我国经济持续、快速。

The leading industry is the core of the industrial structure.Many countries industrilization has shown that the leading industry has great relation with the government behavior. In today's China,the new leading industry is coming into being,the system of government behaviors should be established.The system will include three such as setting up the environment of industry and market, proper protecting of commerce,supporting of technical and so on.
