粘附与剥离:基层户籍管理中的问题与对策

Adhesions and Peeling off: Problems in and Solutions for Huji (household registeration) Administration on Local Level

本文以一个城市郊区建制镇的户籍管理为例，揭示了基层户籍登记和管理中存在的一些基本问题，以及这些问题对人口信息资料的准确性和可靠性可能产生的影响。笔者认为导致这些问题的关键原因在于户籍登记和管理粘附了各种价值和附加条件，解决问题的对策也就是要剥离掉那些不必要的粘附条件或价值。

Based on fieldworks in a town of a suburb, this article displays some problems in Huji registeration and its administration on local level. These problems may affect the accruacy and reliability of population data or information. The key cause of these problems is the sticked value and adhesions on the process of Huji registeration and administration. To solve these problems, we should peel off those adhesions.
