摘要
本文在对海洋资源自身及开发特点进行深入分析的基础上 ,探讨了海洋资源可持续开发利用的现实依据 ,论证了海洋资源可持续开发利用的基本内涵和目标取向 ,并据此提出了实现海洋资源可持续利用的科技、政策和法律保障措施。
It is an important way to develop ocean resources for resolving the lack of resources on land. Practical basis on sustainable development and application of ocean resources is discusseds, and the basic intension and objective of sustainable development and application of ocean resource are demonstrated, which are based on detailed analysis of the characteristics of ocean resources and their development. In addition, technological policies and measures of law protection to accomplish sustainable application of ocean resource are proposed.
