水价改革与经济可持续发展

Reform in price of water and sustainable development of economy

我国现行水价偏低,严重违背了价值规律,阻碍了经济的可持续发展。亟待改革。本文从我国水资源和水价现状出发,论述了我国水价改革的机遇和阻力,并结合供求曲线、需求弹性论述了在市场机制作用下形成水价的机理。水价改革是一种系统的工程,本文结合当前水行业建立市场机制的困难阐明了对策,从而在理论上确立了水价改革的方法。

The price of water currently in effect in our countiy is on the low side which goes against law of value and impedes sustainable development. Prompt reform is demanded. Starting from present state of water resource and water price of our country, chance and resistance of reform in water price are elaborated. Combining with curve of supply and demand as well as elasticity of demand, the mechanism for forming water price is also elaborated. Reform in water price is a system engineering. It is difficult for the occupation of water to establish market mechanism. The authors expound the countermeasures and thus build up theoretically the method for the reform in price of water.
