Rational bureaucrat system as a modern organizational form has played an important role in administering governments as well as large enterprises and institutions all over the world. However, it will have fatal weak point in information economy era and postindustrial society. Drawing a lesson from new explorations abroad in this field and summing experiences and value orientation of the reform, the author gives his way of thinking on the further step of reform.
