Power ,as a coercive, public and violent force, acts like a 'two-side blade '. It can be the constructive force to build up society and bring happiness to people as well as a destructive force to damage society and bring harm to people. In order to promote the former and prevent the latter , we must learn the basis of power allocation. Power had been allocated by in sequence of violence, station of life and wealth in history, but power should be allocated by intellectual elements at our time since it as the basis of power allocation, has a better quality than other elements. We must have a scientific understanding of intellectual elements to ensure the perfect result of power allocation, for which, to acknowledge ignorance is very important since it is the sign for rule of law and against rule by will. $$$$
