It Needs New Breakthrough to Deepen the Reform of State-owned Enterprise

In order to deepen the reform of state-owned enterprise, we stillneed further ideological emancipation. We must continue getting rid ofsome rigid, superficial and wrong viewpoints, such as state economy isthe basic character of socialism, the problem of state economy isn’t theproblem of ownership, property right flowage is the loss of state-ownedassets, and so on. We must continue exploring various patterns ofpubic ownership. We must integrate deepening the reform of state owned enterprise with developing civil-operated economy. More importamtly, we must get a common recogrition on property right system.Considering the importance of the reform of state-owned enterprise,we must resort to legislation in order to get rid of various obstacles, andto limit and eliminate non-legal system. So, the reform can go legallyand in standard way. Accordingly, the step of the reform can be ac-celerated. As for the establishment of a special law enforcement agencyconcerning state -- owned enterprise reform, we can use the experienceof German Trustee Bureau for reference.
