High duties in fact protect the interests of the traders and that of the monopolized sectors, not that of the manufacturers. However, once the import duty is reduced, the manufacturers will face lose together with the traders. The family based agriculture of China is a good example. The domestic cereal market will face the impact of low price. While the production organization based on the contracted responsibility system of cooperative production in the rural area f China will bring the continuous increase of the production cost. While the low price competition in the cereal market caused by the opening to the world may be adjusted by so-called adaptability, the monopolized position of the state-owned cereal departments will no longer be possible to maintain their monopolized position.
