摘要
Urbanization in China is exemplified by the network structure formed according to the reasonable combination of large, medium and small cities. The scale of the city is varied according to the levels of economic, political and cultural development and the difference in location and resource endowment. The emphasis on accelerating the urban development should not be on the numbers of the cities, but on the quality. The relationship among urban planning, construction and management is that planning is the outline, construction is basic and management is the key. So this is a complicated system engineering. Planning and construction are both limited to specific phases and only management is constant.
