ＢＯＴ（建造运营移交）方式的引入为我国基础设施的建设提供了一种新模式。从ＢＯＴ项目本质特征入手，在建立ＢＯＴ项目立项研究框架的基础上，着重从法律、融资和风险三方面论述了ＢＯＴ项目的立项问题，为选择。

The introduction of BOT (build operate transfer) provides a new mode for the infrastructure construction in China.Beginning with the essential characteristics of BOT project and based on BOT identification framework,this paper deals with BOT project in terms of law,financing and risk,and therefore creates the criteria for the selection and evaluation of BOT project.
