摘要
人力资本生产制度创新是由初始均衡到非均衡,再到新的均衡的演进过程。演进的激励,来自创新主体对新制度安排潜在收益的理性预期。潜在收益的存在与增长,取决于制度环境与制度内部构成要素的发展变化,以及制度系统与环境要素之间相互关系的变化与发展。创新主体的行动决策以客观因素的变动为基础,而客观制约因素的存在。
The institutional innovation is an evolutionary process from the initial equilibrium to non equilibrium and then new equilibrium. The motive power for evolution is generated by the rational expectation of the innovative subjects of possible returns on new institutional arrangements.The existence and growth of the possible returns depend on the development of the institutional environment and the internal constitutive factors of the institution,and the environmental factors.The action decisions of the innovative subjects are based on the changes of the objective factor,and the objective restrictive factors in existence affect and decide the choices of the subjects in the mode of institutional innovation and the direction of institutional change.
