摘要
研究各类经济风险的重要性和现实性，已为人们所普遍认同。财政风险归根结底是各种经济风险的最终体现，本文从内外部两方面，对形成财政风险的主要因素作了详实探讨。
The importance and reality in studying various economic risks, whose ultimate embodiment is financial risks, is universally agreed upon. And the present author has made a detailed study of the chief factors of financial risks and suggested ways to prevent and remove such risks.
