洋浦是由外商承包成片开发的经济区，中央和海南省都赋予极为优惠的政策，洋浦是海南经济特区中的“特区”。经过几年的开发建设，在基础设施、引资招商、完善管理等方面，都取得了很大的业绩；但由于经济形势的变化及优惠政策的弱化，洋浦开发区遇到了多种困难：资金短缺、招商引资停滞、外商开发和政府管理不协调、区内居民就业矛盾突出等等。洋浦要克服困难，走出困境，就应调整开发战略、招商引资策略，理顺开发商和政府的关系，认真落实优惠政策，转换管理模式。

Yangpu is the economic open up area contracted by foreign investors,and given some special preferential policies by central government and Hainan provine.So Yangpu is considered as a special area in Hainan SEZ.After development and construction for several years,the great achievements in the infrastructure facilities,absorbing foreign capital,improvement of management and the other aspects concerned have been made.However,owing to the changes in the economic situation and the preferential policies,Yangpu faces many difficulties,such as shortage of fund,stagnation of inviting foreign investment,in coordination between foreign investors and the government as well as the contradictions fo employment for residents in the Yangpu area.Only in the way of adjusting the strategies of open up and absorbing foreign investment,straightening out the relationships between the investors and the government,well carryingout the preferential policies,changing the mode of management and ensured by the law,can Yangpu step out of the difficulties. [
